The proposal would limit the instances in which pesticides could be tested on vulnerable subjects such as children and pregnant women. It would also call for the creation of an independent board to determine whether individual experiments meet ethical standards.

The new rules would not apply to studies that took place before the guidelines become law.

Some critics of the proposal say that pesticide testing on vulnerable human subjects should not be permitted under any circumstances.

A representative from the EPA, however, says that the agency wants to give manufacturers the option of testing products such as tick and mosquito repellants on children.

The proposal will become public within weeks.
