Officer William Rozakis, 43, contends the horse tripped because the city failed to repair the road. He seeks unspecified damages for his injuries, which include loss of strength in his left arm and permanent nerve damage in his neck.

Rozakis said he was one of seven mounted cops riding in a column when his horse lost its footing in a crosswalk. He was crushed but the horse was not injured.

Rozakis has been on the force for 19 years, almost 12 of them in the mounted unit, where he was training both horses and riders before the accident.

Now he's on restricted duty, banned from lifting anything heavy because of spinal damage in his lower back and neck. He may have to retire.
