The 48 elderly passengers were on a fall foliage tour when the boat flipped over just before 3 p.m. The weather was clear and calm and seemingly ideal conditions for boating.

Survivors said that the boat capsized so quickly that none of the victims had a chance to put on life jackets. Some of the survivors suffered broken ribs and shortness of breath. Twenty-seven people were taken to the hospital and five were admitted.

The Ethan Allen was last inspected in May and no problems were discovered. Some speculate that the accident may have been caused by the wake of a much larger cruise ship.

The National Transportation Safety Board continues to investigate.
