During initial investigations, it was discovered that the Ethan Allen did not have the required number of crewmembers aboard the ship and was ill prepared to deal with any emergencies. During the time of the accident the Ethan Allen had one crewmember and 48 passengers on board. Commercial boats in New York carrying between 21 and 48 passengers are required to have at least two crewmembers on board.

The investigation into the accident continues; however, police say that the incident might have been caused by a wave from a larger passing boat and a sudden shift of passenger weight.
