PennDOT Settles Whistleblower Suit for $500,000

The whistleblower, Bill Arnold, filed suit in 2003, claiming that PennDOT retaliated against him after he informed the proper authorities about misconduct.

According to court reports, PennDOT agency managers approved hundreds of thousands of dollars in excessive billing by consulting firms.

Court records also revealed that PennDOT managers were consultants' guests at expensive events.

Although Arnold's suit was settled in November, details of its terms were recently made public.

Arnold has filed a second lawsuit to determine the amount PennDOT was over billed in the last decade in an effort to recover the money on behalf of the federal government.

Under the federal False Claims Act, an individual or group who assists authorities in exposing fraudulent acts against the government is eligible for a portion of the award.

A PennDOT spokesman declined to comment on the case.
