The victim, 43-year-old Terrance Nowlin, was shot in the chest last April after police were called to an apartment in Southeast for a domestic disturbance.

When police officers arrived on the scene, Nowlin, who had a history of mental illness, was attacking a woman. After he ignored orders to stop, an officer shot Nowlin, and he died later that day.

Attorneys for Nowlin's family have stated that the victim was not armed at the time of the confrontation, and it was not necessary for officers to use deadly force. They claim that the police department needs to change its policy for handling similar situations.

City officials would not comment on the wrongful death suit, which was filed earlier this week.
