James Law, 58, was picked up by police officers in September of 2003 for urinating in public and disturbing the peace. While in police custody, Law fell and hit his head, which left him in a coma with a severe head injury. He died in October 2003 as a result of his injuries.

Law's family filed a wrongful death lawsuit against the city, claiming that the police were negligent in their handling of Law after the arrest. According to the suit, police officers have a duty to ensure the safe transport of arrestees. The Law family's award of $300,000 still needs to be confirmed through Probate Court.
