The National Transportation Safety Board says pilot Edward Sasso was searching for the runway during foggy conditions at Statesville Regional Airport and did not follow proper procedures after a missed approach.

NTSB officials say the pilot caused the plane's engine to stall after slowing it down.

Passengers Josephine Tims and Gary Lutman were killed when the plane crashed into a bank of trees just yards from the runway.

Sasso and his sister were injured, but survived the crash.
